Sarawak Secures Stronger Say in Oil and Gas with Historic Joint Deal

KUCHING, 22 May 2025 – Sarawak has achieved a major breakthrough in its pursuit of greater autonomy over oil and gas affairs following the signing of a landmark Joint Declaration with the Federal Government, announced Premier of Sarawak YAB Datuk Patinggi Tan Sri Abang Johari Tun Openg.

This joint declaration, signed on 21 May, signifies a crucial step forward in strengthening federal-state cooperation, especially in the energy sector. The Premier praised Prime Minister Dato’ Seri Anwar Ibrahim for his leadership in making this agreement a reality, calling it a “milestone in the spirit of Federalism.”

The agreement underscores the Federal Government’s commitment to uphold the aspirations and constitutional rights of Sarawak, as outlined in the Federal Constitution, Malaysia Agreement 1963 (MA63), and the Inter-Governmental Committee (IGC) Report.

“Federal and Sarawak laws must coexist in harmony,” said the Premier, reaffirming the state’s legal framework, particularly the Distribution of Gas Ordinance 2016 (DGO 2016), which empowers Sarawak in managing its gas industry.

One of the key takeaways from the declaration is the recognition of PETROS, Sarawak’s own oil and gas company, as the official gas aggregator in the state. The Premier called for all gas marketers and distributors operating in Sarawak to comply with the DGO 2016.

This joint framework is expected to bring certainty and stability to industry players, enhance regulatory clarity, and fast-track the Sarawak Gas Roadmap – a vital plan for clean energy transition and making Sarawak a regional energy hub in ASEAN.

Going forward, PETRONAS will collaborate with PETROS on all future gas-related projects involving international partners. This cooperation is a clear message that Sarawak’s rights are respected and that meaningful progress comes from trust and partnership.

This development marks a new chapter in Sarawak’s journey towards energy sovereignty and sustainability. – Sarawakku
