Sarawak Civil Service Surpasses 2025 Digitalisation Benchmark

KUCHING – Sarawak’s civil service has exceeded its digitalisation target for 2025, reinforcing the state’s ambition to achieve full online delivery of government services by 2030.

At the SCSDU Digital Excellence Appreciation Dinner held at The Waterfront Hotel, Datu Grace Huong Siew Hung, Director of the Sarawak Civil Service Digitalisation Unit (SCSDU), confirmed that 59.4 per cent of services had been digitalised as of November 2025. This figure surpasses the initial benchmark of 50 per cent set for the year.

She emphasised that the achievement was the result of strong collaboration across ministries, disciplined leadership, and consistent teamwork. “When the civil service aligns around a common outcome, progress becomes possible. Surpassing 59 per cent shows that we are ahead of schedule and delivering results that matter to the rakyat,” she said.

Despite this milestone, Datu Grace highlighted that more than 400 services remain manual. She urged agencies to make 2026 the year of transformation, ensuring that legacy processes are shifted onto digital platforms.

The state’s long-term plan involves the full digitalisation of 1,106 services by 2030, a target reaffirmed by Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg, who has consistently stressed that digitalisation is central to Sarawak’s ambition of becoming a high-income and developed region.

The Premier previously noted that digitalisation is not only about efficiency but also about inclusivity, transparency, and reducing bureaucracy. The initiative is part of the Post COVID-19 Development Strategy 2030 (PCDS 2030), which positions digital transformation as a key enabler of economic growth and sustainable development.

Datu Grace also pointed out that digital readiness among the workforce is advancing steadily. Large-scale training programmes and investments in upgraded infrastructure have been rolled out to ensure civil servants are equipped with the necessary skills to manage digital platforms effectively.

The evening also saw recognition of outstanding contributors through the SCSDU Digital Excellence Awards 2025. Agencies and individuals who demonstrated innovation, excellence in governance, and commitment to service transformation were celebrated for their role in accelerating Sarawak’s digital journey.

Observers note that the civil service had already achieved 55 per cent digitalisation in 2024, showing consistent progress year-on-year. With momentum building, Sarawak is now well ahead of schedule in its digitalisation roadmap, setting a strong foundation for the 2030 goal.

The state’s digitalisation drive is expected to deliver faster services, improve transparency, and enhance accessibility for citizens. As Sarawak continues to modernise its governance, the civil service’s progress is seen as a critical step in positioning the state as a digitally empowered economy.
