KUCHING – The Sarawak Public Works Department (JKR) has presented its 2024 self-assessment inspection report under the eCompliance Self Assessment (eCSA) framework, underscoring significant progress in administrative and financial governance.
The eCSA initiative, introduced in 2024, serves as a structured mechanism to evaluate compliance with established regulations.
It is designed to strengthen accountability, improve efficiency, and ensure transparency across departmental operations.
Each assessment carried out by Component Assessment Officers has been verified against the official guidelines, ensuring consistency and credibility in the evaluation process.
During the presentation, Sarawak Public Works Director YBhg Datu Adj. Prof. Ir. Ts. Gs. Br. PMr. Dr. Cassidy anak Morris highlighted the department’s financial performance, noting that expenditure had reached 98 percent of the approved allocation.
He emphasised that audit findings must be taken seriously as a foundation for continuous improvement, reinforcing the department’s commitment to strong governance practices.
All divisions and branches within JKR Sarawak successfully achieved passing scores in the PTJ assessment, reflecting a high level of compliance with administrative and financial procedures.
This outcome demonstrates the department’s ability to maintain consistent standards across its operations, contributing to effective service delivery for the public.
A notable achievement was recorded by the JKR Bintulu Division, which received the Best Financial Performance Award 2026.
The division was recognised for its outstanding compliance, efficiency, and transparency in financial management, as assessed through the eCSA scoring system.
This award highlights the dedication of Bintulu’s staff in upholding integrity and systematic governance in line with departmental guidelines.
The recognition is seen as a catalyst for further strengthening financial management practices across JKR Sarawak.
By maintaining high standards of accountability and transparency, the department aims to enhance its organisational efficiency while ensuring that resources are utilised effectively for the benefit of the community.
Observers note that the eCSA framework aligns with broader efforts in Malaysia to modernise public sector governance, ensuring that agencies remain accountable to both regulatory standards and public expectations.
The emphasis on self-assessment also encourages a proactive culture among employees, fostering responsibility and ownership in compliance matters.
The department’s achievements in 2024 and early 2026 reflect a strong commitment to governance reform, positioning JKR Sarawak as a model for effective financial and administrative management.
With continued focus on compliance and accountability, the agency is expected to further strengthen its role in delivering quality infrastructure and services across the state.
