Lo Khere Chiang: Recognising Local Councils Key to Public Service Efficiency

KUCHING, May 21, 2025 – Batu Kitang State Assemblyman, Dato Ir Lo Khere Chiang, has emphasised that formal recognition of municipal councils and increased flexibility in local governance are crucial to delivering more efficient and effective public services.

Voicing full support for the Local Authorities (Amendment) Bill, 2025, during the 19th Sarawak State Legislative Assembly (DUN) sitting on Tuesday, he described the move as long overdue.

He said the formal legal recognition of the Padawan Municipal Council (MPP), Miri City Council (MBM), and Kota Samarahan Municipal Council (MPKS) marks an important step in strengthening their status as legitimate and independent local authorities.

“This amendment removes ambiguity and strengthens their legal standing as singular municipal authorities. It’s essential to reflect the current realities of administration on the ground,” Lo stated.

“These councils have long been operating, serving growing urban populations and managing increasing responsibilities.”

Lo stressed that uncertainty over legal status can negatively impact key areas such as planning approvals, development coordination, and the management of essential infrastructure.

He also supported the amendment to Section 1(2A) of the Ordinance, which allows the State Cabinet to revise the Ordinance Schedule via notification, without the need to re-table changes in the DUN every time a technical adjustment is required.

“This mechanism improves flexibility and efficiency, especially since the Schedule usually involves administrative details like council names, boundaries, and classifications—elements that need to adapt as urban areas evolve or undergo restructuring,” he explained.

Lo described the bill as a sign of Sarawak’s commitment to modernising governance, ensuring that the law keeps pace with the region’s development and the needs of its people. – UKAS
