KUCHING – A benchmarking visit was conducted on 16 April 2026 by representatives from Sarawak’s Divisional Administration to the Ministry of Food Industry, Commodities and Regional Development (M-FICORD).
The session focused on strengthening understanding of the Ministry Strategic Performance Plan (MSPP) and the principles of Result Based Budgeting (RBB).
The objective of the visit was to ensure that divisional leaders are equipped with the knowledge to align their MSPP outcomes and key performance indicators (KPIs) with the functions of divisional administration.
By adopting RBB principles, the administration aims to enhance accountability, efficiency and transparency in resource allocation and performance measurement.
During the discussions, M-FICORD officials shared insights into how MSPP is structured to support Sarawak’s broader development agenda.
The plan emphasises measurable outcomes, ensuring that government programmes deliver tangible benefits to communities.
RBB, meanwhile, provides a framework for linking budget allocations directly to expected results, reinforcing the importance of evidence-based decision-making.
The benchmarking exercise also served as a platform for exchanging perspectives on governance practices.
Participants explored how divisional administration can integrate MSPP and RBB into daily operations, thereby improving service delivery and aligning local initiatives with state-level priorities.
The session highlighted the need for clear KPIs that reflect both administrative functions and community needs.
Officials noted that adopting these frameworks would help divisional administrations strengthen strategic planning, monitor progress more effectively, and ensure that resources are channelled towards impactful projects.
The visit underscored the importance of collaboration between ministries and divisional offices in achieving Sarawak’s development goals.
This initiative reflects Sarawak’s commitment to modernising governance structures and enhancing public sector performance.
By embedding MSPP and RBB principles into divisional administration, the state aims to create a more responsive and results-orientated government that can better serve its people.
The benchmarking visit is expected to pave the way for further training and knowledge-sharing sessions, ensuring that divisional leaders are well-prepared to implement these strategies.
Ultimately, the integration of MSPP and RBB is seen as a crucial step in strengthening Sarawak’s administrative capacity and supporting sustainable development across the state.
