KUCHING – The Sarawak Civil Service 3R Principle Book was officially launched by Sarawak Premier Datuk Patinggi Tan Sri (Dr) Abang Abdul Rahman Zohari Tun Datuk Abang Openg during the Public Service Day 2025 Celebration at the Borneo Convention Centre Kuching.
The publication, produced by the Sarawak Transformation and Innovation Unit (STIU), introduces the guiding concept of 3R – Revisit, Rethink, Recharge.
This framework is intended to foster a culture of continuous improvement within the state’s civil service, encouraging innovation, efficiency and resilience.
In a statement, STIU explained that the 3R approach represents a new mindset for governance. “The Sarawak Civil Service is adopting a new way of thinking through the 3R (Revisit, Rethink, Recharge) approach, which is designed to revitalise governance, improve efficiency and drive meaningful change,” the unit noted.
Chapters of the book
The book is divided into three chapters, each highlighting different aspects of transformation.
Chapter 1: recounts how bold ideas were translated into action, demonstrating how the 3R principle has inspired reforms and shaped a more progressive future for Sarawak’s administration.
Chapter 2: presents the 3R approach as a practical tool, focusing on reviewing existing systems, rethinking solutions and strengthening institutional and community capacity. This chapter underscores the importance of building a responsive, data-driven public sector with long-term impact.
Chapter 3: showcases success stories, featuring reflections from agency leaders and community voices. These accounts illustrate how leadership, collaboration and innovation have improved services and lives, reinforcing Sarawak’s commitment to inclusivity and resilience.
The book also includes remarks from the Premier, who stressed the importance of revisiting fundamentals, renewing strategies and reinforcing institutions to deliver lasting benefits for the people of Sarawak.
His message emphasised that the civil service must remain adaptable and forward-looking to meet future challenges.
The launch of the 3R Principle Book coincided with Public Service Day, an annual event celebrating the contributions of civil servants and highlighting ongoing transformation efforts.
The initiative reflects Sarawak’s broader agenda of modernising governance and ensuring that public institutions remain effective, transparent and citizen-focused.
By embedding the 3R philosophy into daily operations, the civil service aims to strengthen its role as a driver of sustainable development and community well-being.
The book is expected to serve as both a reference and inspiration for civil servants, guiding them towards a more innovative and impactful future.
