KUCHING – A significant milestone for career progression within the state bureaucracy was marked this evening as twenty-nine Sarawak Civil Service (SCS) officers received their letters of offer for permanent appointments. The ceremony took place during the STEP-UP Program: Transformation of Excellence in the Sarawak Civil Service, held at The Waterfront Hotel. Organised by the Human Resources Management and Development Unit (UPPSM) under the Sarawak Premier’s Department, the event celebrated the achievements of public servants who have demonstrated consistent dedication and competence.
The recipients included twenty-two Grade N9 Administrative Officers and seven Grade N5 Assistant Administrative Officers. These appointments represent a formal recognition of their efforts, commitment, and contributions throughout their tenure in the service. For many civil servants, transitioning from contract or temporary status to permanent employment is a crucial step that provides job security and opens doors to further professional development opportunities within the government structure.
The STEP-UP program itself is designed to facilitate this transition. It provides essential training and preparation for newly promoted officers, equipping them with the skills necessary to handle increased responsibilities. The initiative targets officers in both the Management and Professional Group and the Implementation Group, particularly those who carry out supervisory functions. By focusing on leadership capabilities and operational efficiency, the programme aims to create a more robust and responsive civil service capable of meeting the evolving needs of the state.
During his address, the presiding official emphasised the importance of staying aligned with the broader goals of the Sarawak Government. He urged officers to remain acutely aware of current policy developments, strategic priorities, and the aspirations of the state leadership. In an era of rapid change, understanding the direction of governance is vital for effective implementation of programmes and services. This alignment ensures that individual efforts contribute meaningfully to the collective progress of Sarawak.
Technology was highlighted as a key enabler for improving service delivery. The speaker noted that civil servants must actively utilise digital tools to enhance efficiency and quality. As the state moves towards greater digitalisation, the ability to leverage technology becomes a core competency for all public officials. This shift is not merely about adopting new software but involves a fundamental change in how services are conceptualised and delivered to the public.
Integrity and professionalism were cited as non-negotiable values for every officer. The message stressed that all trusts placed in civil servants must be executed with the highest standards of ethical conduct. Building a high-performance work culture requires individuals who are not only skilled but also morally grounded. This focus on character aims to restore and maintain public trust in government institutions, which is essential for social stability and economic growth.
Sharing personal experiences from his own journey in the SCS, the speaker offered words of encouragement to the new permanent appointees. He expressed hope that his insights would inspire them to navigate their new scope of work with confidence and diligence. The transition to permanent status often brings new challenges, and having role models who have successfully navigated similar paths can be invaluable for younger officers.
The event also served as a platform to acknowledge the efforts of the organising team. Special thanks were extended to YBhg. Datu Sharifah Rohana binti Datu Wan Alwi, Director of UPPSM, and her staff for their meticulous planning and execution of the programme. Their work ensures that such initiatives continue to provide value to the civil service community, fostering a culture of continuous learning and improvement.
Congratulations were offered to all successful candidates, with the sentiment that their achievement should serve as motivation for other SCS members. The appointment is viewed not just as a personal victory but as a testament to the effectiveness of the state’s human resource development strategies. It reinforces the idea that hard work and dedication are recognised and rewarded within the Sarawak public sector.
As these officers embark on their new phase of service, the expectation is that they will continue to provide the best possible service to the people of Sarawak. The STEP-UP program represents a critical investment in human capital, ensuring that the state has a competent, motivated, and ethically sound workforce ready to tackle future challenges. This evening’s ceremony marks not an end, but a beginning of greater responsibility and opportunity for these dedicated public servants.
