Balanced Scorecard Audit Enhances MPKS Governance

KOTA SAMARAHAN – The Kota Samarahan Municipal Council (MPKS) underwent a Balanced Scorecard (BSC) Audit from 13 to 14 July 2026, conducted by the Sarawak Premier’s Department in collaboration with the Ministry of Local Government and Housing (MPHLG).

The two-day audit was designed to evaluate MPKS’s organisational performance against strategic targets and Key Performance Indicators (KPIs). It also assessed whether the council’s initiatives and action plans align with the Sarawak Government’s broader development agenda.

Auditors examined the effectiveness of MPKS’s performance management system, identifying strengths and recommending improvements to enhance governance and service delivery. The exercise reflects the state’s commitment to ensuring that local councils remain accountable, efficient, and responsive to community needs.

MPKS expressed its appreciation to the Sarawak Premier’s Department and MPHLG for their guidance throughout the audit process. The council also commended its employees for their cooperation and dedication in providing information and support during the assessment.

The Balanced Scorecard framework is widely recognised as a strategic management tool that helps organisations translate vision and strategy into measurable objectives. For MPKS, the audit provided an opportunity to benchmark its performance, highlight areas of excellence, and identify gaps requiring attention.

Officials noted that the audit results are expected to serve as a catalyst for continuous improvement, strengthening MPKS’s performance management system and enhancing the quality of services delivered to the public. The findings will guide future initiatives aimed at improving efficiency, transparency, and community engagement.

The audit also underscores the importance of aligning local governance with Sarawak’s development vision, Sarawak Maju Makmur. By ensuring that municipal councils operate effectively, the state government seeks to build resilient institutions capable of supporting economic growth, infrastructure development, and social progress.

MPKS reaffirmed its commitment to achieving excellence in fulfilling its responsibilities to the community. The council emphasised that the audit process is not merely a compliance exercise but a valuable opportunity to strengthen its role in delivering sustainable and people-centred services.
