BLM Motorcycle Licence Programme in Bintulu Targets Youth and B40

BINTULU – An implementation meeting for the Class B2 Motorcycle Driving Licence Assistance (BLM) Programme was convened on Thursday, 26 February 2026, under the organisation of Parliament P.217 Bintulu.

The session focused on ensuring that the programme is executed in a structured and effective manner, with clear objectives to benefit the local community.

The meeting was chaired by YBrs. Tuan Yusniman bin Mohammad, Head of the Driver Licensing Division at JPJ Sarawak.

He emphasised the importance of orderly coordination and compliance with national guidelines to ensure the programme’s success.

A detailed briefing was delivered by Puan Norhayati binti Rezali, Head of the Driver Licensing Unit at JPJ Bintulu Branch.

She outlined the procedural requirements, participation criteria, implementation schedule, and adherence to the Driver Education Curriculum (KPP).

Her presentation provided clarity on how the programme will be rolled out to meet the needs of the target groups.

Also in attendance were YBrs. Mr. Federick anak Kedo, Head of the Bintulu JPJ Branch, representatives from the P.217 Bintulu Parliamentary Service Centre, and officials from Budiman Driving Academy.

Their involvement reflects the collaborative approach taken to ensure the programme is inclusive and well-supported.

The BLM Class B2 programme is designed to assist youth and members of the B40 income group in obtaining valid motorcycle licences.

By providing structured training and guidance, the initiative aims to improve road safety standards while enabling participants to access greater mobility.

Motorcycles remain a vital mode of transport in many parts of Sarawak, particularly for rural and lower-income communities.

Access to a legal licence not only enhances safety but also opens up opportunities for employment, education, and participation in community activities.

Officials expressed optimism that the programme will deliver tangible benefits, reducing the risks associated with unlicensed riding and fostering a culture of responsibility among young riders.

The initiative also aligns with JPJ Sarawak’s broader mission to strengthen governance, improve service delivery, and promote safe driving practices across the state.

By targeting vulnerable groups, the BLM programme demonstrates a commitment to inclusivity and empowerment, ensuring that mobility is not a privilege but a right accessible to all.
