KUCHING – Perak Menteri Besar Dato’ Seri Saarani Mohamad chaired the Perak State Security Working Committee (JKKN) Meeting No. 2/2026 in Kuching on 10 August, with discussions focusing on border security management and security matters in Perak.
The meeting was held at the Simpor Meeting Room at the Sarawak Federal Secretariat Office.
A key focus of the meeting was the outcome of a working visit to several Immigration, Customs, Quarantine and Security Complexes (ICQS) in Sarawak.
The delegation had visited the Sungai Tujoh, Miri and Bau ICQS facilities to gain a closer understanding of their management and operational practices.
The working visit examined how agencies involved in managing the country’s entry points coordinate their responsibilities and carry out security operations.
The delegation also looked at the implementation of border control measures, the management of movements across entry points and facilities provided for users.
The findings from the visit were subsequently presented during the state security committee meeting for consideration.
Several management practices and operational approaches observed during the Sarawak visit were identified as potentially useful references for Perak.
The committee considered how selected practices could be adapted to suit the current requirements and circumstances in the state.
The discussion also covered ways in which the experience gained from the working visit could contribute to improvements in security management at the state level.
According to the information presented at the meeting, the visit provided an opportunity to examine the coordination of duties between agencies operating at the country’s entry points.
Effective coordination is particularly important at ICQS facilities, where multiple agencies are responsible for different aspects of border management and security.
The findings were therefore also considered as possible input towards improving operational efficiency and strengthening cooperation among the relevant agencies in Perak.
The meeting further provided a platform for the committee to review security-related matters affecting the state and consider approaches that could support the effective implementation of security operations.
The working visit to Sarawak formed part of the committee’s efforts to gain practical exposure to the management of border entry facilities.
By observing operations at Sungai Tujoh, Miri and Bau, members were able to review different approaches to managing entry points and coordinating the responsibilities of the agencies involved.
Following the meeting, the delegation is scheduled to proceed with another working visit to the Tebedu ICQS Complex in Serian.
The visit to Tebedu will provide the delegation with an opportunity to observe the operation of the international entry point directly.
The delegation is also expected to gain further exposure to security management practices and coordination between agencies operating at the complex.
The Tebedu ICQS Complex is an international entry point in Serian and forms part of the network of facilities supporting movement across the border.
The continued visits to ICQS facilities in Sarawak allow the delegation to examine operational practices in different locations and consider their relevance to security management in Perak.
The visit also reflects the importance of cooperation and information-sharing between state-level authorities and agencies involved in border security.
Also present at the meeting were Perak State Secretary Dato’ Ahmad Suaidi Abdul Rahim, Perak Police Chief Dato’ Mohd Alwi Zainal Abidin and Western Fleet Commander Vice Admiral Dato’ Baharudin Wan Md Nor.
The discussions and subsequent site visits are focused on strengthening understanding of security operations, improving coordination and identifying practices that may be applicable to Perak.
The working programme in Sarawak is expected to provide the Perak delegation with further insight into the management of international entry points and the coordination required to support effective border security.
