He also called for expanding strategic cooperation networks, including partnerships with the Gulf Cooperation Council (GCC) and China, to ensure long-term energy resilience across the region.

On food security, Anwar stressed that ASEAN must act more comprehensively by coordinating emergency food reserves and strengthening the ASEAN Plus Three Emergency Rice Reserve (APTERR) mechanism.

He warned that without such measures, the region risks continued exposure to food inflation and supply disruptions.

The welfare and safety of ASEAN citizens abroad were also identified as a shared priority. Anwar urged member states to intensify information sharing, diplomatic collaboration, and emergency response mechanisms to protect citizens in areas affected by instability.

He further noted that ASEAN must remain a platform for regional stability, inclusiveness, and resilience amid growing geopolitical competition and global disorder.
