Türkiye and Libya to Sign Landmark Defence Pact During Tripoli Minister’s Ankara Visit

ANKARA – Türkiye and Libya’s Government of National Unity (GNU) will formalize a comprehensive defence cooperation agreement during Libyan Defence Minister Abdul Rahman Al-Taweel’s official visit to Ankara on Friday, senior Turkish security officials confirmed to state-run Anadolu Agency.

The pact marks a strategic consolidation of Ankara’s military footprint in North Africa and comes amid heightened Mediterranean tensions. It reportedly includes:

  • Turkish troop training missions for Libyan security forces
  • Joint counter-terrorism operations against armed groups in southern Libya
  • Enhanced naval coordination to secure maritime borders
  • Defence industry partnerships including Bayraktar TB2 drone transfers

“Türkiye stands with Libya in building sovereign defence capabilities,” declared Defence Minister Yaşar Güler during preparatory talks Thursday. The deal follows Türkiye’s 2019 maritime demarcation accord with Libya’s former government – a treaty still contested by Greece and Egypt.

Libyan Defence Ministry spokesperson Mohammed Gnunu emphasized the urgency: “This cooperation is vital for combating cross-border threats and stabilizing our oil infrastructure.” The visit occurs days after armed factions near Tripoli threatened Libya’s fragile ceasefire.

Strategic Implications:

  1. Energy Security: Protects Türkiye’s hydrocarbon exploration in contested Mediterranean zones
  2. Regional Rivalries: Counters Egypt/UAE-backed factions in Libya’s east
  3. NATO Dynamics: Complicates alliance coordination amid Greece’s objections
  4. Migration Control: Strengthens border surveillance to curb Europe-bound migrant flows

The signing coincides with Russia’s Wagner Group consolidating presence in Libya’s oil crescent. Ankara positions itself as Tripoli’s primary security guarantor against foreign mercenaries.

Note: This is Türkiye’s third major defence pact with a North African nation, after Algeria (2022) and Tunisia (2024).
