KUCHING – The Sarawak Public Works Department (JKR Sarawak) has launched a digital Fleet Management System (FMS) as part of efforts to improve transport operations, strengthen accountability and modernise fleet management across the department.
The system was introduced during the JKR Sarawak Fleet Convention 2026, held at Raia Hotel in Kuching on November 3, 2026. The event was officiated by Sarawak Public Works Department director Datu Adjunct Professor Ir Ts Dr Cassidy anak Morris.
The FMS is designed to digitalise several operational processes, including vehicle bookings, driver assignments, journey monitoring and the collection of feedback on transport services.
Its introduction is intended to provide a more integrated approach to managing departmental transport resources, while improving coordination and administrative efficiency across JKR Sarawak’s headquarters and divisional offices.
In his address, Cassidy said digitalisation should involve more than replacing conventional paperwork with electronic processes. He emphasised that successful implementation also requires changes in workplace culture, greater reliance on data when making decisions and stronger accountability among personnel.
He identified three principles that should guide the department’s fleet management operations: prioritising safety during every journey, reinforcing integrity and accountability, and using data and technology to support continuous improvement.
The director also proposed the guiding principle of “One Fleet. One Standard. One Direction” to encourage consistent transport management practices throughout the department.
The approach is intended to strengthen coordination between headquarters and the various divisions, ensuring that fleet operations follow a more unified management framework.
Beyond the system launch, the convention recognised individuals and organisations involved in supporting the department’s fleet management initiatives.
Among those acknowledged was Azfar Nabil bin Shahfian, an industrial trainee from Universiti Teknologi MARA (UiTM), for his contribution to the development of the FMS.
A representative from UiTM also received a token of appreciation in recognition of the university’s collaboration with JKR Sarawak.
The programme further marked the completion of the Police Training Centre (PULAPOL) training programme, Series 1 to 4/2026. Certificates were presented to representatives of the participating personnel.
JKR Sarawak also recognised PULAPOL Sarawak for its contribution to improving the competence and professional standards of the department’s drivers through the training programme.
The convention included a screening of the Fleet 2026 montage, which documented activities, initiatives and achievements undertaken by the Fleet Management Section throughout the year.
To establish clear responsibility for the system’s continued implementation and oversight, the FMS will be handed over to JKR Sarawak’s Corporate Planning Branch. The branch will act as the system’s departmental custodian, overseeing its governance and continuity.
The arrangement is intended to provide an administrative structure for managing the system beyond its initial development and launch, including maintaining consistency in its use across the department.
The convention brought together JKR Sarawak senior management, senior assistant directors, divisional engineers, divisional officers, Fleet Management Section personnel, drivers and strategic partners involved in the initiatives.
The launch represents part of the department’s broader efforts to improve its internal operations through technology, professional development and more consistent management practices.
With the new system, JKR Sarawak aims to strengthen the administration of its transport services while placing greater emphasis on operational safety, transparent processes and data-informed decision-making across its fleet.
The department’s Fleet Convention 2026 therefore provided an opportunity to present its digitalisation initiative, recognise contributions from its partners and outline the administrative arrangements for the system’s ongoing management. — Sarawak Daily
